Već 1863. gradsko se vodstvo obratilo slovenskoj gimnaziji "Južni sokol" i gradskom "Turnvereinu" kako bi netko od njih preuzeo "vatrogasni posao" u Ljubljani. Turnverein je ponudu odbio, ali je Južni sokol prihvatio ponudu i obećao da će posao obaviti časno (dobrovoljno). Tako je gradonačelnik dr. Godine 1867. Josip Suppan sazvao je vatrogasno savjetovanje oduševljenog građanstva i 1869. osnovao pripremni odbor za osnivanje samostalnog vatrogasnog društva. Na čelu pripremnog odbora bio je Fran Doberlet iz Trnova, poznat i kao "otac slovenskog vatrogastva". Dana 30. ožujka 1870. sazvana je u posebnoj prostoriji gostionice Sokol osnivačka glavna skupština. Gradski oci i gradonačelnik dr. Josip Suppan na čelu. U 18 sati i 46 minuta osnovana je vatrogasna postrojba pod imenom Laibacher friewilige Feuerwehr. Udruga je dobila svoje prostorije u dvorišnoj zgradi magistrata. Prvog dana vatrogasnim postrojbama pristupilo je 27 muškaraca. Na osnivačkoj Glavnoj skupštini osnivači su posegnuli duboko u džep i donirali novac za protupožarne radove. Dvojica su priložila po 10 guldena, a ostali manje, tako da se već na osnivačkoj glavnoj skupštini u društvenoj blagajni nakupilo čak 34 guldena. Sutradan su razni građani i mecene darovali još 228 zlatara i 40 krajcaja. Isticali su se barun Codelli, Tschinkel i Scwarz s po 50 guldena, dok je gradonačelnik Suppan iz vlastitog džepa priložio 25 guldena. Dne 26. lipnja 1870. u 9 sati okupili su se vatrogasci u velikoj dvorani kod magistrata. Neka svečano osnuju vatrogasno društvo, izaberu rukovodstvo i gradonačelniku svečano obećaju da će raditi časno i požrtvovno. Svečanost su prekinula tri pucnja s dvorca – požar u središtu grada. Vatrogasci su prekinuli njihov susret, otišli te brzo i uspješno ugasili požar na ladanjskom dvorcu. Potom su nastavili s obredom. Time su ne samo svečano obećali, nego i dokazali da žele brinuti o sigurnosti grada i njegovih građana. Društvo je djelovalo pod jakim njemačkim i njemačkim utjecajem. Unatoč činjenici da je pri osnivanju udruge odlučeno da se nacionalne razlike neće uzimati u obzir i da je voditelj Doberlet Slovenac, Nijemci su imali jak utjecaj u udruzi. Zapovijedanje i rad u vatrogasnoj postrojbi odvijao se na njemačkom jeziku. The firefighters interrupted their meeting, left and quickly and successfully extinguished the fire in the country mansion. Then they continued with the ceremony. Thus, they not only solemnly promised, but also proved that they want to take care of the safety of the city and its citizens. The society operated under a strong German and German influence. Despite the fact that when the association was founded, it was decided that ethnic differences would not be taken into account and that the head Doberlet was a Slovene, the Germans had a strong influence in the association. Command and work in the fire brigade was conducted in German. The struggle for the recognition of Sloveneness in the association did not prevent the members of the association from carrying out their humanitarian activities.
